This project was so massive that a General Engineering Consultant was formed to support VDOT and SHA in executing the project. Called Potomac Crossing Consultants or PCC, the chosen consultant is a joint venture between Parsons Brinckerhoff, URS Corporation, and Rummel, Klepper & Kahl. |
